"I elect neither the wireless smart meter nor the non-wireless smart meter alternative."

Residents that requested to be on the work around list are beginning to  receive emails from the city about the impending installation (due to begin in 5 weeks on January 4, 2012).  They are being asked to sign and return 2 documents as soon as possible.

By accepting these documents, you will be giving the city the  written consent to install a smart meter on your home and all future functions and mandates as a result of the meters, which may include a wireless function down the road. The meters, even in a non-wireless form, emit dirty electricity, which has also been associated with health complaints and early appliance burnout.

Additionally, the non-wireless smart meters still do not address the privacy concerns.

Many of you have contacted NSMA asking how you should respond.  NSMA cannot legally advise any resident on how they should proceed.

Here are some comments we have received and examples of what others in our community are doing:

"I will be returning my form with the following statement:  'I elect neither the wireless smart meter nor the non-wireless smart meter alternative.  I elect to keep my analog meter.'  I am also sending in a letter of no consent with my forms, certified mail."

"I will be returning my unsigned forms with the following statement: 'I support the recently submitted advisory referendum to allow citizens to vote on the smart meter project. Until the citizens have the opportunity to vote, I will not consider a smart meter and do not authorize you enter my property for the purposes of installing a smart meter'."

"By allowing the DPU-E to offer us a work around program, we are playing into their hands by tacitly accepting their implied assertion that we actually opted into the smart meter program in the first place. There can't be a work around or an opt out from a program into which no one actually opted in. I am refusing the work around option completely and its punitive fees.  I have demanded the ability to keep my analog meter."

"I demanded an opt out for installation of any and all smart meters on my home in Naperville.  I demand to keep my existing analog meter in place and operational."

Smart Meters are neither federally mandated nor state mandated.   We feel no one in Naperville should be forced to put a piece of equipment on their home that could be injurious to their health and violate their privacy or civil liberties.  If you choose to accept the non-wireless smart meter alternative and change your mind down the road, we expect it to be near impossible to get it removed from you home.

The Smart Meter debate in Naperville is a classic example of David vs. Goliath. On one side you have the Naperville Smart Meter Awareness group with no budget, grass-roots citizen involvement, perseverance, commitment, and high energy, and on the other side you have the Naperville city council, using a public relations company to the tune of millions of tax payer dollars, lobbyists in the form of ambassadors, commitment to the Department of Energy, and energy fueled by rudeness, dismissiveness, and disrespect to the citizens of Naperville.

Naperville Smart Meter Awareness is a group of concerned citizens educating the public about the risks of wireless smart meters. We are comprised of lawyers, technology professionals, health advocates, accountants, business owners and parents in our community.

 

Smart meters are to be installed in Naperville starting this summer and pose risks in the areas of privacy, costs, security, and health. Our mission is to educate the residents of Naperville by bringing all pertinent information to the public and in doing so, advocate for a smarter solution in Naperville.

"It's the Most Wonderful Time of the Year!" The holidays are just around the corner. It's a busy time of the year. Make time for yourself this season to be with friends. Join us for a very special monthly meeting in December. Our holiday meeting will be at Red Robin located at 28260 Diehl Rd in Warrenville. Not far from where we normally meet at the Health Doctors.

We'll meet at 7:00 pm on Tuesday December 6th for food and drinks.. During this gathering we will have a holistic grab bag. Please bring a wrapped favorite natural food, personal product or handmade item valued between $10-$15.

How long have you been a member of HMN?   About 2 years.  I went to my first meeting when I was pregnant with my second child.  I felt alone in my beliefs and concerns about a more holistic style of parenting.  I definitely found many women just like me!
                                                                                   
I'm a Holistic Mom because:  I am interested in learning how to keep my family as healthy and as toxin-free as possible.  I love the quote "When you know better, you do better."  I am always wanting to learn more.  I also love the cameraderie and the non-judgemental environment of the group.

My holistic passions are:   Natural remedies, and safe home and body products. 

What inspires me about Holistic Moms or holistic living? I am in awe of the strong, knowlegeable women I have met in this group!  They are a wonderful example and very inspiring!

Playgroups: We meet regularly for play dates at members homes. Locations will vary. Membership is required to attend playgroups.
Moms Night Out:We gather the 3rd Friday of each month for a moms only "playdate". Babies in arms are welcome. Activities and locations vary. Membership is required to attend mom's night out.
Book Club:We meet several times a year to discuss the chosen book. Location will vary. Membership is required to participate in book club.
Mom & Tot Outings: Special outings planned several times a year specifically with our young ones in mind. membership is required to participate.

Naperville Smart Meter Awareness Group Files
Referendum to Give Residents Their Voice,
Over 4000 Residents Weigh In 
Naperville, IL - November 14, 2011 - Over 35 Naperville Smart Meter Awareness volunteers collected 4,199 signatures in a mere 25 days, petitioning the City to give residents a choice in whether they want the "smart" meter installation to continue or "immediately and permanently stop the implementation of the $22 million smart meter project and dismantle all related equipment."  The petition requires the question to be placed on the City's March 20, 2012, primary ballot.   
 
The Naperville City Council has repeatedly stated that those opposed to the smart meters are a small minority of residents, but Naperville Smart Meter Awareness is proving otherwise.  "Over 4000 residents we have talked with are now getting very familiar with the issue. They are surprised and upset at the council's lack of transparency. They are mad that residents were not given a choice to vote on this highly controversial issue." states Jennifer Stahl, one of the founding members of the Naperville Smart Meter Awareness Group. "Residents want to know why they have not been informed and why they are not being given a choice to participate in this program".

The Naperville City Council has stated that no one has the option to opt out of the program. According to the Illinois Public Utilities Act, the Public Utilities Regulatory Policies Act, and the Energy Act of 2005, utilities are only able to offer smart meters to ratepayers but are not able to mandate that each customer receive a wireless radiation emitting smart meter. Additionally, there is nothing that states that smart meters must be wireless. Residents that would like to choose a non-wireless smart meter will be assessed a fee of $24.75 per month with an upfront cost of $68.  Members of the NSMA group questioned the punitive nature of these fees and point out that the fees are intentionally high in order to discourage residents from choosing this option.

Across the country groups opposed to the installation of smart meters are forming, with 30% of states in the US now having active groups. In California, utility executives are removing smart meters and allowing customer to return to their analog meters due to public outcry. In Maine, privacy and safety advocates have appealed the PUC's dismissal of their earlier complaint which raised concerns about safety, privacy, security and constitutional violations related to the meters. In Nevada, investigations have been launched into the health risks associted with wireless smart meters.

"There is a rapidly rising international tide of smart meter opposition. We have seen what is happing across the country, with utilities removing previously installed meters, opt out provisions being made, and investigations being launched into health complaints. Why the City's utility managers and council feel that Naperville is immune to these challenges makes no sense. By the number of signatures we collected, residents are demanding to have a voice and a choice. We are hopeful that the council will come to its senses and listen to its constituents before anymore money is wasted.", states Tom Glass, lifelong Naperville resident and member of NSMA.

The group will deliver the petition packet to the Naperville City Clerk, located at 400 S. Eagle St. in Naperville, Tuesday, November 15, 2012, at 4:30PM. The public and media are encourgaed to attend.
