Analog Meter Proposal for Naperville

NSMA has reviewed the draft proposal of a third meter option for Naperville. As an organization, we appreciate that the conversation of an analog option is coming from the dais and are hopeful positive action will follow. Discussion and adoption of an analog meter compromise can be the foundation to restore the positive image that Naperville has long enjoyed.

 

The following are our preliminary observations of the draft:

  • ANALOG: NSMA advocates only for a true analog meter option which can be verified by an independent third party. These meters have a proven track record in Naperville to be 99.95% effective. We oppose digital functions, switching power supplies or radiofrequency devices existing within the meter. A true analog option will address all health, safety, privacy and security issues.
  • FINANCIAL: The proposal as it is currently drafted needs some discussion regarding financial responsibility. The removal of the original analog meters should not result in a contingent replacement fee to homeowners who originally "opted out" of the Smart Meter program. The State of Vermont has made this option law for its residents. The City of Naperville should as well. Any suggestion of an "application" or "permit" for meter exchanges suggests one can be denied. This process should be without restriction and performed upon request in writing.
  • MONTHLY READINGS: NSMA anticipates that most would agree to "calling in" their meter readings on a monthly basis, as has been done for decades by some residents with locked privacy fences.

We look forward to participating in discussions to create a fair and reasonable solution for Naperville's electric service and billing system which protects and preserves the property rights and civil liberties of all Naperville residents. We encourage each of the city council members to initiate, support, and participate in further discussion and advancement of this proposal.

Naperville Smart Meter Awareness is a non-profit 501(c)(4) group of concerned citizens educating the public about the risks of wireless smart meters. We are comprised of lawyers, technology professionals, health advocates, accountants, business owners and parents in our community.
 
Smart meters are currently being installed in Naperville despite a complaint for federal injunction and on-going investigations by the Illinois Attorney General for Open Meetings Act violations by the City of Naperville in conjunction with this project.

Smart meters pose risks in the areas of privacy, costs, security, safety and health and are not a federally mandated program. Our mission is to educate the residents of Naperville by bringing all pertinent information to the public and in doing so, advocate for a smarter solution in Naperville.
