Naperville Planned Smart Meter Update (Residents & Non-residents)

Hello everyone,

Thank you for the initial blast of emails that city council received.  The council is aware of the concerns about smart meters, as is the media. See link:

The original vote on the Bill of Rights was postponed due to the snow storm and has been rescheduled for this Tuesday, February 15. The initial emails created awareness in city council that citizens have concerns, please send another email reiterating these concerns.  When the council doesn't hear from us, they assume are concerns have been addressed and will proceed as planned.

Below are 2 options of text to cut, paste and send to city council. Please choose the one that speaks to you.

Option 1 is text in response to the email sent by Robert Fiesler. As before, please cut, paste and send to all council members (addresses included). The city received a good number of concerns, but sources tell me they need to receive more....in the hundreds.

Option 2 is for those of you who have not yet expressed concerns to city council. You may be receiving this for the 1st time or have not yet decided what to do.  Please follow you heart in this matter.  

Many of us will be addressing the council at Tuesday's (2/15)  meeting where the Customer Bill of Rights is back on the agenda.  For those who have volunteered, we will be helping to prepare statements for you to read. 

If you feel moved to action and also want to speak at the meeting, please do the following and contact me, we have a few spots still open.  
If you feel moved to action but do not want to voice your concerns simply do the following:

1) cut & paste the email below & send to city council (addresses included)
2) post the message below on your facebook pages and encourage friends to also send an email (non-naperville residents still have an impact on the total message)
3) forward the email to friends/family and encourage them to cut, paste & send
4) come to the city council meeting as a show of support (Tuesday, 2/15, 7 pm, City Building, http://www.naperville.il.us/ccinfo.aspx)


OPTION 1 - Response to Fleisler

Dear Councilman Fiesler and Naperville City Council Members,

Thank you for the response to my concerns about Smart Meters. It is encouraging that you are aware of the issues and willing to determine work-arounds and mitigation options.

Naperville is a wonderful and forward thinking city. It has not been my intention to stop progress. However, as I continue to learn about the potential risks of RF transmission, I am even more convinced that we need to take a very strong stand  - as a community - on protecting the safety of our citizens.

The information that you sent me brings about some of those very concerns.  For example, you provided me a link to the Sage report and in that report the following statement exists:

"Consumers may also have already increased their exposures to radiofrequency radiation in the home through the voluntary use of wireless devices (cell and cordless phones), PDAs like BlackBerry and iPhones, wireless routers for wireless internet access, wireless home security systems, wireless baby surveillance (baby monitors), and other emerging wireless applications.

Neither the FCC, the CPUC, the utility nor the consumer know what portion of the allowable public safety limit is already being used up or pre-empted by RF from other sources already present in the particular location a smart meter may be installed and operated. Consumers, for whatever personal reason, choice or necessity who have already eliminated all possible wireless exposures from their property and lives, may now face excessively high RF exposures in their homes from smart meters. This may force limitations on use of their otherwise occupied space, depending on how the meter is located, building materials in the structure, and how it is furnished."

This clearly presents a convergence issue and takes us into an unknown area, where adequate long term testing for safety and the cumulative effects have not been done. As stated above, it is impossible to know how much exposure Naperville residents, business owners, church attendees or children  have accumulated as a result of voluntary wireless usage or from involuntary exposure such as what our children face in wireless schools. The addition of a wireless Smart Meter in our homes and businesses could push our residents over the acceptable limits, thus creating health issues.

There are options to create a non-wireless solution to the collection of data using the Smart Meters and our existing phone lines.  I ask that the city explore and make available these options to its residents in a timely and cost effective manner and prior to the intended city wide installation. I have heard that this solution is already in effect in Chicago's Public School District.

I also feel strongly about providing a choice for residents to participate in the program should no alternatives be given. Our citizens, especially those sensitive to RF and EMF, must have options to protect their health. Please make this change accordingly to the bill of rights.

Additionally, I am concerned about some of the secondary issues that seem to be encompassing other communities in the US. Fire safety, secure data, and unexpected rises in electric bills have plagued the media and local governments of these communities.  I ask that our city council ensure, through acceptable third party testing and beyond  a doubt, that these potential hazards have been mitigated and no longer exist prior to proceeding with a city wide installation.

Please make the appropriate changes to the customer bill of rights prior to voting it in on February 12.

We have an awesome opportunity to stand, as we have before, as one of the most desirable places to live by sending a clear message to our residents, business owners and the nation at large, that despite financial gain and forward progress, we have the courage to ensure the safety of our citizens and the foresight to learn from the mistakes of other communities.

Below is some supporting documentation regarding my concerns.

The installations are sometimes done by newly hired workers who are briefly trained, instead of by professional installers. This is an FCC violation and has resulted in meters sparking and/or arcing to nearby gas lines, and or overloading household wiring causing explosions and house fires.http://emfsafetynetwork.org/?page_id=1280

- The wireless signals from the meters interfere with other electrical and/or wireless devices, such as thermostats which can reset themselves or turn off entirely; garage door openers opening and closing; ceiling fans turning on and off; burn outs in appliances, meltdowns of hair dryers, kitchen appliances, and a number of high-end electronics getting zapped. http://emfsafetynetwork.org/?page_id=1223

- Smart Meters have security holes which could allow hackers to tamper with the security grid allowing them to jack up residence's power bills or even turn their power on or off. Hackers could also find out when your usage drops, indicating you are on vacation and when your security system is on or off making you vulnerable to a break-in.

Option 2: 

Dear Naperville City Council members,

I wanted to take a moment to express my concerns with the installation of smart meters in our homes and business in the Naperville area.

I am concerned about the following:
1) health concerns due to over exposure and cumulative exposure to RF in the homes and businesses in Naperville.
2) fire safety concerns as media reports claim the smart meters are at the source of an increasing number of house fires
3) secure data transfer concerns as this is an emerging technology and issues with secure data transfer have been brought forward

I would like to make clear that I am asking Naperville City Council to due the following:

1) Investigate and make available non-wireless data collection options in a timely and cost effective manner and prior to the intended roll out of Smart Meters.
2) The option to not participate in or to withdraw from the program for health, safety or personal reasons and without penalties.
3) 3rd party testing ensuring no fire hazards prior to the intended roll out of the Smart Meters.
4) 3rd party testing ensuring secure data transfer prior to the intended roll out of the Smart Meters.

Please make these changes to the bill of rights prior to voting it in on February 15.

I will continue to keep you abreast of my concerns and ask that as my elected official, you urge the City of Naperville to do its due diligence prior to committing to the installation of smart meters in our community.

Hello Lisa - Like you, I'm taking very seriously the potential for health concerns that could be brought about by radio-frequency transmissions from Smart Meters. I sit on the Smart Grid Steering Committee, and have asked that mitigation and work-around options be explored so that customers with health concerns such as yours can have those addressed.
 
Although I remain open-minded to the potential for health issues, substantially all of the reference materials I've assembled to date on this subject leads to the conclusion that there are no significant health or safety concerns from smart meters. I've attached several of those references. One of the most thorough studies I've seen on the topic of emissions from Smart Meters is available in a report that's too large to email but is available using this link:
 
 
Please continue to provide me with information you run into about health and safety issues caused by Smart Meters. Once again, I'm committed to assuring that we don't put our resident and business customers in harm's way with the installation of Smart Meters.
